In terms of signal levels: the transmitting antenna usually processes large signals and hence high power levels that it must be able to handle without e.g. evaporating. The receive antenna typically handles only weak input signals, and then the demands on power handling capability are absent. In general, a good transmitting antenna is also a good receiving antenna, and vice versa as long as the antenna can handle the associated power levels.
